After determining that it was, I soaked the shaft with WD-40 for about 24 hours. Of course, it still didn't budge but after puting alternating CCW and CC pressure with hand power for 15 or 20 tries and more WD-40, I sensed that it budged, probably 1/128th of an inch. Back and forth 30 more times and more WD-40, now I can turn it with my pinky.
Persistence may be a good alternative to force for this one. LOL
