4300 Block Heater

My sweet wife bought me a block heater for Christmas, and I'm trying to figure out exactly where it screws in, and the easiest way to install it. Anyone have any suggestions? The tractor has been hard to start in the cold, and hope this will help it out.

Could I ask at what temperatures it has been hard to start?
Also, is the heater a JD item? If not, what brand? Pic?

Hard to start when the temp is in the lower 20s. I suspect that there is another problem, probably with a fuel line air leak allowing the fuel to siphon back to the tank over time, but thought I'd start with the block heater. The heater is a Deere part (AR87167), my wife paid the dealer about $50 for it. I understand that it screws into the block somewhere under the exhaust manifold, but would like some expert advice before tackling it.
