It looks to me like the tab under the smaller upper bolt is welded to the spacer.
There is likely an internal spring mechanism that pushes out against the yoke to lower the arms when the draft decreases. The larger bolt is likely to be what holds the yoke against the spring mechanism.
Look closely to see if the smaller top bolt is the one to remove.

Oh awesome! It's been a couple years since the last time you posted so I figured I was it of luck.
How do you set the level of draft control? Is it just a matter of it being on or off? Or is there a way to adjust the amount of draft pressure before it raises the 3pt?
