I don't see any reason not to use 1000 rpm pto if you have it. I would, but my rear pto is only has the 540 speed (less, obviously, if I run the engine at less than pto speed).
I would definitely consider a log lift. It is not that tough to add when you're designing the splitter. BTW, those are pretty big logs you're planning on splitting, so you're going to want as much ram force as you can get, along with appropriately sized wedges, unless you plan to first rip them to smaller sizes with a chainsaw.
