Find out where Michael lives and get yourself one of those zillion foot candle spot lights and pay him a visit some night. As long as you're not on his property he should have no problem with any "light trespassing" issues right?

get one of those long poles with the attachment for changing bulbs. unscrew it enough so it doesn't function. no property damage, no vandalism.

Yes, DO for sure plant a hedgerow of trees. A good mix of fast growing hardwoods for summer blocking and then more evergreens that yes are slow growing but block more..........For me, it isn't just the current situation, though lousy, but what is gonna happen in the future.....That is why the hedgerow is a good solution to the problem though a bit lengthy time wise.....No telling what kind of neighbors you are gonna get and 100 ft. surely isn't very far for visual problems............
For the NOW situation...........around here with stray dogs the 3 "S" rule works well......shoot, shovel, shut-up...............though you don't need to bury anything, I think that the wayward hunter would really work well...........God bless..........Dennis

I like the way you all think, many applicable solutions, although as has been mentioned, I'm the prime suspect should something all of a sudden mysteriously happen to these lights. Mass. currently does not have any laws regarding nuisance lights or light pollution, although they have a law for every other thing you could possibly think of, including shooting at things, so the most expeditious and enjoyable solution is out of the question. I am hoping to get to the town hall Monday and find out who Michaels superior is, and hopefully speak with him/her about a solution to this whole unnecessary mess. What I find out there will dictate what I need to do next.

That's what I was doing with the old lights, cut a tennis ball in half, screwed it to a dowel and put it in the end of my roof rake handle......worked mint

I would think that if the older lights were blacked out on the side by the line crew, you have some precedent there. As in, someone reasonable agreed with you in the past. New guy sounds like a dick, so definitely find the next most reasonable person above him and work it from that angle.

There is likely some law, laws or politically correct reason why the light(s) can be altered or removed. Some obscure municipal, state or federal law. Legal precedents by judges are good too.

It's really extremely unusual for a power company to not be willing to put a shield on the light, the people who have knowledge on how to run a power company know that shot out bulbs plus the cost of the truck + the lineman's time to fix a light over and over is not cost effective therefore it's usually always best for a solution to be worked out when there are issues with a light, don't get me wrong I think the neighbor should certainly have the right to light up his property as much as he feels needed I just don't understand the problem with shielding the light.

I had the power company put up a light on the pole at the far end of my driveway. I was told the metal shield would light only a small area directly under the light. Instead, the installer would have painted the sides of the regular light. He found he didn't have any paint with him, so he wrapped it with a heavy black tape. Now it lights up about a 40-50 foot circle of ground at the gate, without annoying side lighting.

Hi Thomas. The owners of this property reside in New Jersey and are here so infrequently that I have been unable to discuss this with them directly. I have spoken with the only other neighbor also affected by these lights and who has lived here for longer than I have. He has talked to the owner regarding the lights, as well as the condition of the property, on several occasions over the course of many years and has been dismissed out of hand, being told that the lights were required for "security", and that the condition of their property was none of his concern.
I am sorry but what I am hearing is that you have not discussed the problem with the owners. If you have an issue that is that significant in your life you need to address it yourself. Personally I do not like other people to speak for me. Don't get me wrong, You might still have the same results but you should at least talk to them yourself before you move on to the next step.
What I am getting at is that a different approach might yield different results.
