Check your state laws. In MA for example, they have to provide an estimate and can only exceed it by 10% without permission.

I am very sorry for not keeping everyone updated on this, I even ended up getting a lawyer but without anything in writing nothing could be done. It ended up costing me $ 3300.00. I called out of the blue on a Friday after not hearing anything for almost 2 months. The service person told me they had just finished it (imagine that). He said the reason it took so long was they had to tear it back apart to fix the 4 wheel drive. I assure you there was nothing wrong with the 4 wheel drive. When I picked it up I went over the bill they gave me for parts, and they were Kioti parts according to my parts manual, just not all the parts for what they say they did. I went over to the parts department to ask about the parts with odd part numbers and started talking to the parts manager, I made mention of how I felt I was being ripped off, he said "I think you got a **** of a deal, the original bill was $9000.00". All I can say for this whole experience is I made several calls to Kioti ,never received a return call, this dealership sucks and I would never go back there again, and I'm sorry I bought a new Kioti. Live and learn I guess.

Wow sorry to hear thats how it turned out, not what we like hearing. No big deal about forgetting to let us know. It sometime helps others if they have problems similar of what to expect and maybe what to do different from the start.

Kioti should have called you back, no question - but they couldn't have done much on a 12 year old tractor. At the very least, the dealer's communication was awful. Just as a point of comparison, though, I had my 2007 Toyota Tundra in the dealer's service department yesterday for a routine service. Service advisor advises me that the steering rack is starting to seep, and it's $3389 to replace it. I asked "How much fluid did you have to add?" "None, it's just seeping...". No sale. My 5th Toyota from the same dealer, probably won't be my last. I only mention it because it's a lot less work to do than splitting a tractor, and the parts cost shouldn't be hugely different. Labor is expensive - we all want to get paid.
