When I renewed my drivers license last year there was a sign on the wall at the license bureau that that said "Please check your license before you leave. There will be an $8.00 charge to reprint your license even if the mistake is ours." From that day and until eternity I realized that having a government job poorly done matters not.

Just my $.02, but when I started noticing footprints and tiretracks around my prpoerty, I installed network cameras that record with motion and I've posted signs that say,

"Smile, your being watched by the many cameras watching this property"

I've yet to have a trespasser since the signs and cameras went up.

unfortunately ( fortunately? ) this isn't a tresspass issue.. county road ROW is at the front ( west ) side of my pasture, east side of my pasture buts up to a seldom used service road for a housing development.

north border is a neightbors fenceline.. south border is an open ROW between me and the next neighbor.. so you don't have to come on my property to see the horses. My pasture is setup so it wraps around the house on the north, so you can see it from north, east and west, and if on south, you can drive up tot he neighbors driveway and see down the row and into my pasture...

I've read the thread and correct me if I'm wrong, but it seems to me somebody doesn't like you and they have decided to use this anumal cruelty issue to bring misfortune to you. Thier issues with you may or may not have anything to do with animals at all let alone the one eyed horse.
If you knew who it was.......

What could you do if you know?
Confront the person and threaten them with some sort of retribution?
Might work, but be ready for the next move. You don't live on the property so your vulnerable. This person may live nearby and has a distinct advantage.

If it's not this women, she probably has information you could use.
You need to talk to her. Find out what she is about. It may be best to catch her off guard and knock her door, tell her the neighbor saw her... yada yada yada. See what her reaction is.

It may be the horse, it may look pretty bad to someone unfamiliar with horses. If thats her problem, tell her what you told us. Maybe she wants to nurse the old horse, take care of him in his old age. That might work out OK for you, Give her access and let her brush, feed and whatever else you do for a horse.

I wonder if your busybody neighbour would like to be on the receiving end of complaints about their violations of various codes? It is unlikely they wouldn't be in violation of something! If the harassment doesn't stop and you find out for sure who it is, keep an eye open and return the favour they did for you. Sauce for the goose, eh?

If indeed your running a tight ship and there are no issues simply write (send sig requested or certified) the Animal Control HEADQUARTERS and nicely tell them your a victim of a crazy dime dropper and it must stop. Cite the past w/ case numbers and explain there has never been any citations or warnings either written or verbal when authority arrives to investigate.

I would ask them to flag the address and demand names and contact info from all dime droppers, VERIFIED, not just, THE CALLER SAID SO, I mean VERIFIED! Tell them it wastes there time and yours.

If it persists use the Freedom of Information act on them demanding info on the dime dropper, drag his behind into court and let the judge have a crack at him. If you use the FOIA THEY WILL PROB MAKE IT STOP because the FOIA act is a VERY powerful tool. They do NOT want to deal with it. IT TAKES A LOT OF TIME. They will probably start scrutinizing calls to your address much more and if it is always the same person they might just take the call and do nothing.

I had a similar situation. After 2 trips by code inforcement they saw it was all bullogna and I have not seen them since.

ALSO, if the RED TAGGER is writting unsubstanciated RED TAGS he needs to explain themselves to you and THEIR boss in a sit down.

Artisan has probably given you the best advise short of hiring an attorney.

If this doesn't work a person might be tempted to file a couple of hundred annomous complaints a day to the AC office. They will change their policy pretty quick or they will be too busy to harass you.

Might be time to place a sign and possibly an ad or letter to the editor offering a $5,000 cash reward for information leading to the arrest and conviction if the persons or person that is responsible for wasting county resources and tax dollars by filing false reports regarding health conditions of disabled animals. You can set up your "hotline" thru majicjack or Google voice and have the answering machine part explain your situation. It is amazing the amount of nonsense that stops once one realizes that their is a price on their head.

I like Mace's idea but why stop there. If all calls are anonymous then call in complaints about every official from the inspector right up to the state govenor and every sheriff and mayor in between. After they see what you have to go through then maybe they will either amend the way signs are left or change the laws to record who's calling in reports or prove to you that yes they do indeed have this person's name.

Government agencies are required by law to act on anonymous complaints, it goes back to the anti gang violence/ anti retaliation way of thinking but is a double edged sword.
