OK what do you mean by right of way? is this a common driveway easement, exclusively for you and your neighbor, or is this dedicated to public use? If it's the former, you might be able to catch them trespassing. If it's a public roadway, nothing you can do, she can park out there all night.
Why not just go talk to her and tell her ... "I know its you and I will not tolerate your bullshlt anymore.
Put a fly mask on the horse during the day. I like this one. Then they cannot see the eye.

1, the horse don't like it..
2, takes plenty of time for me to mask and un mask him.
back to 1.. he's 30 and has 1 eye.. I try to let the old man be as comfortable as possible and do what he wants. he don't owe me anything. i provide good room and board for him, and he gets to walk around the pasture with his younger pasture mated and paw at the ground.. roll inthe dust piles when he feels able to, and pick at grass, chew hay off the roll, and eat grain out of the bucket.
i spare no expense for his health.. He gets supplemented with calf manna by manna pro.. that's a 28$ per bag feed. plus he gets 11% sweet with corn and oats, and 12% dry alfalfa pellets and 14% senior blend.. all mixed together to make sure he is getting the nutrients his old body needs.

Fencing property that is big enough to hold three horses and fifty tractors (ok, maybe not quite that many tractors, but this is Soundguy we're talking about, lol) would take a serious amount of $$$, and for what? Just to ruin the view you have? Looking at the backside of a privacy fence isn't my idea of a good view. Better ways to spend a buck, in my opinion. If the money is spent putting up a fence, all the harasser has to do is stand on top of that vehicle's bumper to see over it and that is worth another phone call.

Be sure to leave the sign up for 3-4 days and then remove it and put wooden crosses on three piles of dirt in the front yard.
You may also be able to put up a sign that reads, "Reward for information leading to the identification of the person who is filing false reports against me." (or something similar)
I'd be willing to bed that you would get the person's name but even if you don't it would put the person on notice that you are actively trying to find out who they are. There's a reason they are making an anonymous phone call. Maybe that sort of sign would put an end to it. I dunno, just a thought.
