In our county (Kaufman, east of Dallas) they usually have a crew from Goodwill walking and picking up trash about a week before contract crews mow. This all used to be done/maintained by state and county employees but I guess the cost got too high. I am also against the littering. Some areas have groups that "adopt" sections of road to keep clean.
We were at a Walmart early one morning during a camping trip, we had stopped to pick up some supplies and after putting everything away inside the rv, I pulled up next to the employee picking up trash in the parking lot. I asked him if I could throw my trash (it was one small bag) in his can he was pushing. He said no. I informed him that ok, I'll just pull on down the aisle and throw it out on the lot and he could pick it up when he got to it. I didn't, but he sure looked at me funny when I said that.
