Good friend has property down a non populated, dead-end road that has often been used as a dump site; washers, dryers, refrigerators, sofas, etc. in addition to the normal trash.
One day after spotting someone heading down the dead-end road with a pickup full of trash, he grabbed the video camera and went after them. After filming them throwing the trash, he told the two perps. that they had 24 hrs. to remove the trash, or he was going to the cops. They laughed at my friend, who by the way, is a police juror.
Fast forward to their court date, where the judge tells friend to hire a crew to clean up ALL the trash that had accumilated on his property, then have the bill sent to him, (the Judge). He then told the perps that they would have 30 days to pay the bill, or face serious jail time. It took the better part of a day, a crew, a large front end loader, and two large roll-off boxes to clean the area.
The clean up cost was well over $2000.00 if I remember correctly, (this was a few years back), and the bill was hand delivered to the judges secretary.
No it didn't completely stop the dumping, but I don't think those two fellows are repeat offenders.
