New Holland has quite a few earlier 20-28 HP machines with 3 speed Hydros and Live PTO. I can tell you from personal experience that I could plow and go up steep hills with my old 1520 and not loose a lick of power from the Shabura engine. You need to choose the proper size brush hog to match the PTO HP too. I liked being able to control the PTO with the clutch. Being able to slow your ground speed without the engine RPM changing makes a huge difference when brush hogging. The earlier 5 or 6 year 1520 model tractors can be bought for that price easily. The new models too unless you insist on getting a front loader, that will run you over on the newer models.
