That depends on your perspective.

Generally speaking, people who live in West Virginia have heard all the jokes, which really aren't funny. Sure, parts of West Virginia are somewhat backwards, but in my experience, many other states are just as bad, if not worse. Take Tennessee for example, parts of it make West Virginia look good by comparison, but that's just my opinion, which is based on my own perspective.
