I got it. The female connector on the hoe just wouldn't open no matter what. I finally jacked the hoe up, stuck it on the tractor, spun the female fitting off to relieve pressure, connected it up depressurized about 20 times, reinstalled it and everything is good now.

One question. If one side of the hydraulic system on the hoe is depressurized and you wiggle all the controls and nothing moves, shouldn't the other side also be depressurized assuming the hoe is disconnected from the tractor?
