How much extra cover flange does the grab handle have? Is there enough cover to shift it over and drill new holes and install 2 new inserts, even if you had to order closest SAE size to the current metric that is there?

Rivnuts are available in metric and SAE. You might want to check with a local body shop. They may have the tool and inserts. Might not cost too much either.

What about a huck bolt, joe bolt, or even a stainless steel blind rivet. These bolts I mentions have an allen head recess on the front you hold and tighten the head. This causes the tail to swell and cinch up. The stainless versions are pretty strong.
There are quite a few blind fasteners to choose from. Grainger or Mcmaster Carr have good selections.

Rivnuts are an aviation device and pretty well the same as wellnuts.
While I have a set of tools to install them you can do 'one of's' with a suitable machine screw and proper spanner.
The main requirement is that the drilled hole be the exact size of the insert. As the name implies they are inserted blind rivets. The area between the threads and the flange are thinner walled and collapse to form a rivet when torqued up tight.
I would however try to insert a star washer under the flange between flange and hole face to prevent the insert from spinning once squeezed into place.
