Believe it or not, we patched a rear tire like this in the old days. We cut a larger piece out of an old tire and placed it inside the damaged area. Then we drilled holes and inserted round head bolts from the inside with washers and nuts on the outside. Of course the tire had to be removed from the wheel, bought a new tube and it was a LOT of work. It worked for a long time. No money in the old days.
