Something definitely wrong. No reason it should not hold on a steep heel with a backhoe on. My 4047 will hold on 30 degree slope with a grapple full of logs and a 1400lb implement on the back. Didn't even have to press brakes hard up set parking brake for it to hold. Don't let up on LS until it's fixed.

I plan on doing what I need to do to get this straightened out.

My state does have a "lemon law". I'd hate to go that route, but this tractor has been in and out of the shop quite a bit in less than one year's time.

My understanding is that this model does not have a true "parking brake" but a lever, that when pulled up will (or is supposed to) hold the brakes in an engaged or depressed state. When you press the brakes while you are sitting in the operators seat, did the tractor stay in place against the fuel tank or did it attempt to roll? If this is yes, you have a brake problem.

After you engaged the lever to hold the brake pedals in a depressed state, did the brake pedals move when you released them? If this is yes, you have a lever problem or it is not locking in place.

I think this question has been answered in the thread already.

We depress the brake pedal with all our might, pull up the parking brake lever (as much as it will move) and the pedals do not move when we remove our foot. The tractor rolls forwards or backwards unless we have the loader or 3pt engaging the ground solidly.

My dealer sucked so I have not even bothered to call them. I'll crawl over and around it one day, figure out what the problem is and fix it myself.

In post 34 I posted a pick of my tractor on my tilt bed trailer at an angle greater than Windcatchers post #48. The only thing holding the tractor at that angle was the brakes. Breadtrk's tractor is the same as mine and W/catcher's is the XR3032H. With loaded tires my tractor w/ loader is close to 5300 lbs. I didn't put my Woods BH on but did put my 1200 lb. rear ballast on (total of 6500 lb.) and parked it on the same trailer and angle and the brakes still held it in place.
I don't know what the solution is for you guys since my brakes do hold the tractor parked on an angle but since mine do, yours should too. Nobody likes to be without their tractor but it seems it's going to need to be at the dealership for a while to find the solution. Somethings not right.

My LS P7010 has a totally separate parking brake from the steering brakes. If I forget to disengage it, it will stall the engine and not move the tractor one inch.
My B26 TLB Kubota just locks the steering brakes but it wont move at all when brakes are locked. Something definitely wrong with your tractor. Brakes (steering or parking) should hold enough to slide the tires. If not they need to be repaired to the point of replacement of all parts if adjustment doesn't work.
