The blade nuts are accessed from the top.

UPDATE!
Okay, I went to Harbor Freight and bought the biggest ratchet set I could find because I figured that I'd be stressing out any other ratchet. Tried loosening one of the nuts ... no success.
Bought some penetrating spray and doused the nut, also got a 6' piece of pipe ... tried it again and the only thing that changed was the pipe, which bent.
Bought a 1200 ft lb impact wrench, used more penetrating spray ... gave it a shot ... still not budging.
Then I got out a small flashlight to peer into the small access hole on top of the mower deck to make sure that I wasn't messing up the edges of the nut and discovered something: THE NUT IS WELDED ON!
Lesson learned ....

It was not welded at the factory.

Not only was it welded on by the former owner, but he used two different size nuts to hold the blades on.
Bolt and nut kits have been ordered.
