Rent a tiller, till the ground in what is referred to as cross tilling which is simply tilling one way then coming back and till across at 90 degrees.

Then rent a landscape rake and use it to achieve a flat surface.

Back to the drawing board. I went back to the rental company and to get measurements for adapting to my tractor. I also looked up the specs on a BX24 three point. The heaviest implement that Kubota lists for my tractor is a box blade at 375lbs. Looking up the soil pulverizer it looks like it checks in at almost 500lbs. It is 6' wide. That is just too far outside my comfort zone. I think it would just be working my tractor too hard, if it could even pull it.

When they did the work on the pipeline they removed the top soil and set it aside and then put it back. Then they used a disc over the entire area. So I don't think a tiller would gain me much.

I will be considering my options, but renting the tractor and soil pulverizer as a unit may be the best option.

Rent a skidloader and harley rake if you are going to rent something at all
