It's truly amazing just how much was washed away under the spillway and how misleading so many reports where that it was built on solid bedrock. Somebody has been fibbing, and the real question is what else are they lying about?

My personal opinion is that it was more ignorance or misunderstanding rather then lying. The responsibility of a failure on a dam this size is huge

Probably true. "Never attribute to malice that which can be adequately explained by simple stupidity."

The main spillway was built on what was available including fill. The upper section (the gates and the section right after them) and the emergency spillway were built on solid rock (to the point where they ripped out an extra 10 feet of rock to reach "suitable rock" to build the emergency spillway on and had to remove a rock outcropping to put in the parking lot/boat launch).
