ON-SITE being the key, here that would mean 1-2 hour round trip plus the 15 minutes to weld. Changes the numbers quite a bit.

Exactly. If you take it off, clean it up and bring it to a shop, it should not be close to $400. The onsite aspect is what is driving that price.

What would be the cost if the OP took the cylinder to a shop? $200? $300?
