Great progress. On many injection pumps (IP's) with "external fuel cut off solenoids you can hear a distinct click or knock when you first turn the key on; does yours have an external solenoid and does it make that click when you turn the key on? If not there and since you powered it directly I suggest you have something going on in the circuit.
Since your voltages are "bouncing around" I would make sure your meter battery is good and then check all of your connections, including battery; especially ground.
You can cycle your ignition switch several times to see if that clears it up and I'm not sure if there is a relay that controls the fuel cut off solenoid.
Once your run your engine out of fuel it typically wont start like a gas engine; it will run at an idle and die and run a little better and better each time after you've restored your fuel supply and removed the air.
