I want to add chain grab hooks to the top of my bucket. I don't have a welder. Are the bolt on hooks OK or should I have a welder install the hooks?
Agree with those above ^^^^^
I like and kind of prefer the weld on idea. BUT if they are welded wrong and / or onto the wrong type or thickness of material or the wrong angle they are a lot weaker than the bolt on idea.

You should make sure the area the hooks are attached to is strong enough or you'll end up bending it. Many buckets require reinforcement.
