I have no idea how anyone anywhere could pronounce WASH as WARSH.
Then I wonder if the use of "founder" or "flounder" would be a regional thing. Pretty sure those in the southwest wouldn't know anything about a sideways fish.They are both proper words. Founder is related to laminitis in horses as you mention; flounder means to flop around clumsily or helplessly. Sounds pretty accurate in describing many government programs.
