Couple questions about trail grading, and hydraulic top links/top and tilt

If I were to choose the ideal implements for trail making, in my situation. Either a PTO driven rotary cutter or flail cutter. Cut up and remove all the bunch grass & sage brush. A PTO driven rototiller to bust up the virgin soil to a depth of about three inches. Then finalize with either a box blade or rear blade.

However - that's just wishing. I've been able to make do with what I have.
