I noticed that the top link bracket connected to the tractor is still taking quite a beating, although allot less than it was before.

I see you are using the enhanced toplink. I assume it is the one that
came with the hoe. If the pin is at all loose, your toplink bracket hole
is going to get bigger and bigger. And not round!

What I did was use a larger pin and go for a fairly tight fit. If the
bracket hole is still round, then just use a bigger pin. Turn down the
pin for a tight fit. If the hole is already oval shaped, then use a
different hole. Fixing the oval shape is not that easy.
