My desk job has turned into a work in the warehouse for a week or so job. Myself and another parts man have been given the job of turning about $10,000 worth of relativly dead stock into marketable inventory .We have to change the lenghts and configuration of about 200 pieces of knife assemblies for after market kits.
The saw we are useing is the neatest unit it has a motor mounted to the back end of a rt angle box it is about 40-1 ratio so the blade only turns 55rpm and has a circular hack saw blade .From what is on it for specs I believe it is maybe European product.
I looked at surplus centre and there appears to be motors and gearboxes that could be used to make such a thing for about $200.00 no idea what a blade is worth but I could buy that from one of my employers purchasers. So nice not to have sparks flying into burnable stuff and at other workers .I believe they are fairly costly to buy.I think I would watch for the opportunity to pick up a grinder cutoff saw from scrap for a base to start from and see what would evolve .I put 0 value on my time for these projects , in fact when I build anything usefull that actualy works I consider that payment.
I would like to know if anyone is familiar with these saws ,what are their opinions and if I am just having a bad dream.

I would say that rigidity is going to be paramount in this type of saw which is commonly called a "cold saw" in the industry. The output spindle of a common gearbox would more than likely not have large enough bearings to handle the force requirements over a prolonged period. The blades require specialized sharpening equipment to get the tooth geometry correct in order for the blade to cut straight. Part of the sharpening process is (or used to be at least) straightening the blade of any warp. This is done using basically a ball pein hammer type tool which creates stresses in the blade precisely where needed to correct warpage. The structure and rigidity requirement of the machine is somewhat similar to a milling machine because that, in fact, is what is occuring during the cutting process. I'm sure other's can give you a much better description of the process.

Lowe's and Menard's sells a 14" cool cut saw like you are describing for $299. They were on sale this fall for $199. The brand name is "Evolution Rage". Blades are $65.

Maybe some kind of shear? Maybe that's not the right term. But i remember seeing something that looked like BIG paper cutter that was used to chop lotsa metal quickly too.

Looks like we might be talking two different types of cutoff saws here. The Wilton is (was) a slow RPM process that normally uses coolant where the Evolution is a high RPM. I'm unfamiliar with the Evolution, other than watching this video, but it looks like an awesome tool at much less cost.

This may be somewhat similar to the Wilton cold cut saw mentioned above.

You are correct on all counts ,and it is the low rpm that has my attention.
