Diesel fuel and motor oil deck treatment

In La Brea California it bubbles up right out of the ground...

A person I know was selling his filling station there and the environmental report said the soil was contaminated with hydrocarbons... well, I wonder why when the entire city is built over oil reserves that bubble up...
