One could argue that penalizes people who have to drive for work.
He has no idea what he is talking about...I asked the very same question to a farmer last week. He won't run it because he feels that it clogs up his fuel system, and says that the dye separates out with time. I only put about 150 hours on per year, (75 gallons) so given the miniscule price difference it isn't worth taking a chance. Even my '84 L275 ran cleaner when they came out with the low sulfer, although it took a while to get accustomed to the "soapy" smell.
Except how are you going to track how many miles it does in each state or municipality without using a GPS tracker which most people will object to.They should drop the tax and charge by miles, and weight of vehicle, and allocate that money only to road infrastructure.
No more than paying tax on gasoline. Those with heavy vehicles that drive a lot will pay more; they should, they wear the road more! There are landing fees at many airports. My little Cessna may be charged $25, a big jet may pay $200. User fees target those who directly use a service. For commercial operations, those fees are, as they have been, passed on to the consumer. One could argue that penalizes people who have to drive for work.
