I can sympathise with his predicament. Are you able to help him out and check to see if it has the keyless entry already installed? He may not have recieved the remotes, as already has been suggested. If not, can you investigate how much it will cost to have them installed? Maybe the dealer will flex a bit, seeing as how much it means to your brother. Discuss his mobility issues with the dealer and explain that he didn't realize it wouldn't have a passenger side lock. I can't see any downside to asking the dealer for help.
According to the salesmen where my wife and I shopped for a Colorado all the doors on this truck are supposed to be unlockable from the outside. My brothers door is not therefor it is a defect that needs to be corrected free of cost.

1*My problem with this is if it was such a hardship for your brother not to have a keyed door then
2*why didn't he think of it before signing on the dotted line
3*This was an oversight and I highly doubt he has any kind of legal right to go after the dealer.
. :D
1* It's not a question of a keyed or non keyed lock. It's the matter of there is no way to unlock that door from the out side of the truck.
2* why would anybody in there 60s that spent most of their life around cars that always had all doors you can unlock from outside even consider such a thing as an unlockable door. The chance of such a thought crossing his mind were zero to none. Your problem with it is about 350 degrees off point.
3*Yeah an oversight on GMs part not my brothers. from what the salesmen told me when I shopped for a Colorado it appears the wrong door handle / assembly was installed on his truck during production or on the assembly line.
If his truck is defective or was improperly assembled he's owed a free correction ~ matters not whether he checked it out or not before signing on the ...................line.

Armed with this knowledge, has the selling dealer been called?

But you can unlock both doors from the outside right? Yes, but like I said we usually use the remote. .
That's where your Veh is different than My Brothers Truck. He can't unlock the PSD from outside with anything.

thats unfortunate he has a special situation neither the dealers nor GMs fault though.
Just to compare with what happened with my brother the wife and I went shopping at our local Dealer for a new colorado?
According to the salesmen we dealt with all doors on the Colorados are supposed to unlock from out side.
If that's true my brothers truck is defective and they owe making it right with him

Try sticking the key in the drivers side door, turning it to the unlock postition and holding it for a few seconds in that position. The passenger door should then unlock also. Hope this works for you. Try it.

Call GM, they should have a number in the back of the owners manual. JC

"According to the salesmen where my wife and I shopped for a Colorado all the doors on this truck are supposed to be unlockable from the outside. My brothers door is not therefor it is a defect that needs to be corrected free of cost."

Most folks on this forum can easily do enough research to be vastly superior in product knowledge than the typical car salesman. Salesmen can be downright dumb and uninformed, not to be trusted.

If GM tells you that the door is supposed to be unlockable then you indeed have a defective unit. Until then, you have a defective salesman.
