How old is house? I agree the outlet should not be in pit. Should be above it. This circuit may be on a GFCI circuit. The GFI may be before this outlet. NEC code did not call for a GFCI breaker on a sump pump circuit till 2008. NEC now requires all outlets in an unfinished basement to be GFCI protected. This sucks as a GFCI will trip easily and you can have a flooded basement. You can get a equipment GFCI which is less prone to trips but in my opinion; all sump pumps should have a special twist lock receptical so the dedicated circuit can only be used for the sump. People kept useing sump circuits for other things, thus causing the code change.
