The fill/vent is a mushroom looking cap that's threaded into the top of the governor housing. Mine has a little dipstick attached as well. Some may have a side plug in lieu of a dipstick. Remove/replace the cap with an open end wrench, 10mm or 12mm I think. Most of these governors have drain plugs on the underside.
It's not unusual to get diesel fuel contamination, so I drain and refill mine 1-2 times a year. The same 15W40 that you use in the engine is suitable, I personally prefer ISO100 compressor oil. If you don't have a dipstick, remove the side plug. Pour oil in the top. When it comes out the side, you're full.
Dirt and chaff can block the cap vents too. A good soaking in diesel fuel and a few puffs from an air compressor usually cleans mine out. Same applies to the fill/vent on the hydraulic sump too.
