I have a JD 950 tractor with a after market bucket. A while back the bucket stated to move very slow. There is no paper filter for the hydraulics on this trator, only a fine screen at the sump. The screen was dirty. I changed the oil and cleaned the screen. The bucket worked fine for only a short time. Again the screen was dirty. I figured the oil change only changed a portion of the oil, so I changed the oil again and cleaned the screen. The bucket worked good for only a short time. I am sure the screen is dirty again. Where is this "fuzz" coming from that clogging the scrren?

Does the seem like it's clogged with a rubber or steel material(use a magnet to check)? Steel may indicate the pump going bad, and rubber may mean a hose is deteriorating from the inside out.

I would install a spin on type filter block assembly on the return side of the hydraulics. Also, this time, clean the bottom of the tank. This is where all this garbage settles.

The material on the screen is not metal. It looks simulat to cotton "fuzz". I wouldn't think it is coming from a cylinder or pump. Can a hose that is bad cast off a material like this?

Most hoses have a nitrile inner liner which is black. I know the fuzz you describe. I've never given it much thought. You don't park your tractor near your dryer vent from your house, do you? ;)

I've seen lint in hydraulic systems that were wiped out with plain cotton rags instead of lint free wipes. Plugs up the filters quite badly. Of course this was on a system where a guy could crawl inside the tank to clean it out. I wouldn't have thought you could get enough lint in a small system to plug the screen more than once.
I would say cleaning the tank the very best you can with something that won't add lint is the best you can do. Or else add a filter and/or keep cleaning the screen until it quits plugging.

The tractor is parked outside under a covered shed and not used much at all.

If this is algae, what do I need to do? I have changed the hydraulic oil twice.
