After going through the same thing I put a pair of Albion Texite solid phenolic industrial caster wheels on the rear of my PT 1845 roughcut mower. End of problem.
Here's a link to my web page showing how I modified them to fit. They come set up for a one inch shaft and I had to bush them down. They being narrower than the old wheels, I had to make up some spacers too. It was a bit of effort but well worth it in the long run. I've since replaced the front caster wheels too, using ZTR solid rubber wheels. Maybe you can find something similar that will fit right out of the box.
