Just for reference.

I went and bought a square of shingles yesterday at Lowes. The price now for a single bundle is what I paid a decade ago for the entire square (three bundles).

And the ice & snow (iceshield) material was $61. per roll.

Must be why so many are going to metal roofs ....... the costs are getting closer all the time.

When you find felt that has powdered like that its a clear sign the roof has been leaking!
Ice & water shield is great but it shouldn't be depended on to keep a roof from leaking. Think of it more as an insurance policy.
I bought 10sq of Ice & Water shield a couple of weeks ago for $33 a sq. at RP Lumber.

Strip it! as the others have said.

Covering the roof with ICYwater would be very expensive at $60 a roll. At least at prices here it would.

Too many layers, too many old nail holes, far too much weight.

Strip, inspect deck, replace rotted or weak boards. Ice shield at least first 4 ft, if required by code and re-roof with quality. Don't want the next roof due again any time soon.

Run, don't walk away from any contractor saying to only strip some layers. They obviously don't know squat about real work. It would be harder, longer and more expensive to try to leave one (or more) layers there. Also mark that contrator as one to never be called again.

Churches get ripped off left and right, and I'm not sure of all the reasons. A friend of mine was commenting on the prices our former church paid for sound equipment and what they had been quoted for new equipment versus what he could buy the equipment for and install it himself. Some of these guys have no reservations about quoting some ridiculous price and putting the money in their pocket--I guess they figure churches have more money to rip off and no particular person will be smart enough to figure it out.

Not tearing off the old roof is sheer laziness.

No chance they could have found asbestos containing shingles in the lower layers?

That's a good one - just taking off two layers. I'd like to see how they are going to accomplish that without messing up layer 3 and 4. If you have ever wielded a stripping shovel you know that would be real practical  what a mess!

Plus if you have ever stripped a roof with 3 or 4 layers which is completely ridiculous and wrong anyway you know that the bottom layers are all crumbly and dried out. It's a disaster and a ton of work to strip 4 layers. Roof overs are a complete mess and in my opinion should not be done.

Well it turns out everyone but the preacher and one of the four trustees wanted the 20 tons of old roofing removed to bare decking and after I made some noise it was agreed to spend the extra $2000 to do it right.

But still no new roof is in sight because two cousins of a guy who works out of his pick-up with the backing of the preacher was the only bid the pastor said was going to be considered which costed us some of the members with the abililty help pay for a new roof. This week the cousin pulled his bid after it was accepted because he became concerned at several levels.

After obtaining copies of our bid today from a professional roofer with several well equipped crews that I had never seen because the one trustee that has try to cut out the input of the others I learned sad news.

The cousin's bid with the pick-up based business with not printed bid forms was somewhat higher than the professional roofing firm after having been told by the trustee that wants to run the show the professional roofer bid was $3000 more.

Our sorry roof is not our most sorry problem at this time. Those of you who know what we are going through please pray for us. Others who do not try not make any negative remarks.

My heart is broken because our 83 year old pastor's focusing issues has made it hard for him to lead in business matters yet he still does OK preaching. Two are exploiting the man and it is really hard to address. I make up the 1/2 of 1% that does not share in the DNA make up of the other members.

Again those who can understand small rural church problems please pray for us.
