For every change in the drivetrain (Hp, axle ratio, transmission), the manufacturer has to go through certification testing that equals increased costs. Along with that, you have to look at customer demand and reliability issues.
It would increase costs, but right now this does happen with larger trucks. You have to go to a dealer to get a new or different program for power setting. Motorcycles have selectable fuel maps (Suzuki is one) right from the factory they have some models with 3 fuel and timing maps and GM was doing the displacment on demand. Farm and construction equipment now have "power boost" or what ever they want to call it where under certain conditions the engine will "boost" 10-15% more power when needed.
I would think with a diesel it would be even better, you take the max Hp and work backwards. That if anything should increase reliability.
