Municipalities are funny. They may put their whole fleet of a particular machine to auction, some at low hours, because they had a falling out with a dealer or someone had a "nice" lunch with another dealer. What I like is that they will put a pile of money into a machine a week before getting rid of it. You gotta keep your budget up there, if you want more money and staff next year. Nothing is ever let go, or fixed makeshift, like buying from a scraper.
