Fuel pump replacement should be easy. Look for a reciprocating pump rated for low pressure - such as a marine pump for a carb Mercruiser. For my truck with a 7.3 IDI I installed a Walbro FRB pump. This is a very high quality marine grade, but the IDI world uses many lower cost pumps - such as for reefer units; google "Facet fuel pumps". Lots of options and relatively cheap.

Btw, if you are foaming then you are drawing in air somewhere. Check between the pump intake and the tank, something else is wrong.
