gannon won't rise

I am repairing this ford 2120 4x4 with a loader that has been sitting for 5 years. After replacing some trans. gears and getting it back together. The lift arms will not rise. I have pressure to the lift housing. But not to the cylinder head. I have looked at the lift control valve in the manual. But not sure the best place to start. Any ideas.

Gasket kit was for the right year model?

the lift arm did not work when I put it back togather. I did'nt take any of the lift parts apart. No gaskets were used or replaced.

Some procedure for bleeding out air?
