I replaced the generic fluid, in an older hydrostatic golf course mower I had with Permatran. It was running high temps on the gauge, and it ran noticeably cooler. It does make a difference sometimes.
Some GC owners have reported issues with generic fluid. And, a better additive package is what you are paying for.
The Kubota SUDT, or the Case HyTran, are also good substitutes.
If you want to completely rule out the fluid, I would only buy a premium product. A generic that says "premium" on the label, is still a crap shoot. You only need one 5 gallon pail, you are not going to save enough money to make it worth worrying about.
I don't think bubbles are unusual. But, I expect very small ones.
If the fluid is fresh it would be clear, Yours doesn't appear to be clear? Milkyness can mean there is moisture in it.
I would still make sure the filter is not a "this might work" unapproved generic substitute. No one wants to pay $40 for it. Especially, someone who is selling the tractor. Even if it is not the problem, it could be next time.
