Jimbob: I installed a complete premanufactured electric panel with the interlock included about a year ago. When you buy the whole panel they throw in a 30 amp breaker, the UL sticker calling it a "generator transfer panel", and the little metal interlock device is actually riveted to the main panel and not the easily removable panel face/door. It only added like 50-100 bucks to the cost of the 200 amp panel.
I had my installation inspected and approved by the WA state L&I electrical inspector. Even they seem to like the idea. I used the standard issue 30 amp breaker which allows around 7000 watts of power or 3500 to each phase. I only use a 3500 watt genset.
You are correct, there is no way to know when the grid comes back to life but the benefit of the whole house transfer is that I can choose to dedicate the entire genset's power to one big load like a water heater and then flip back to other essential loads like the refer and lights. A very flexible system.
Oh and the outdoor recepticle I installed is the stock Home Depot 30 amp twistlok outdoor plug made for this purpose. They also sell the twistlok extension cord that is 20 feet long to allow connection to the genset. I asked about additional ground rods by the genset and the inspector said it was not needed since the 4 wire connection to my house panel is linked to the home's 2 8' rods.
