So is this $400 application fee only applied every 20 years at renewal? If so, its not that outrageous. Ask for some time to pay in installments.

Govt forms generally (lookup paperwork reduction act and public burden statement) have an indication of how long it would take a citizen to complete the required paperwork, on average. Could that be what this 8-24 hours is about?

(I was thinking in the line - the protection comes from the LEOs to the homeowner not the other way.)

The USFS and BLM have been systematically pushing out inholdings for 20 years. It's policy. They want to drive you out. Complaints like this are nothing new.
