A cheap BB gun would sting 'em. But if they are through the fence and you ping them with a BB were are they going to go? I think eventually they would learn to not go through the fence but it might take awhile.
If the neighbor is not being neighborly about the situation call up your local animal control and see what they will do.
I used to own land in a subdivision. There was a twit who had lots of land in the subdivision. I think he might have sold some of the land to create the subdivision. When we would have a homeowners meeting he would make sure that everyone knew he was a LAWYER. We all got the point that he was a lawyer. And an a...s.
The LAWYER had sheep. Deity knows why.
He sorta kinda had the sheep fenced in. Of course you cannot sorta kinda fence in life stock. The sheep would get out of his sorta kinda fence and eat the neighbors landscaping. The neighbors tried to be neighborly with the LAWYER but this did not work. I guess the LAWYER thought everyone was intimidated with the fact he was a LAWYER.
Did I mention the sheep owner was a LAWYER?

Animal Control in my county, and I think it is NC state law, would come and get the loose livestock if my neighbor would catch the sheep. Animal control would then notify the sheep's owner to come get the critter(s). If they did not get the critters Animal Control would get rid of the critter if it was not claimed within a period of time. And during that period of time the owner was hit with a pretty hefty fee for the caring of the animal.
My neighbor caught a couple of sheep eating his shrubs. Animal Control came and got the sheep. A letter was sent to the LAWYER. I guess the LAWYER figured out that intimidation did not work and that oops the law was not on his side. He replaced the sorta kinda fence with a fence that kept the sheep on his land. I assume he got the sheep from Animal Control.
My neighbor did not have anymore sheep problems as far as I know. Though I am sure he still had to deal with the LAWYER. I on the other hand saw that a bunch of nuts lived in the subdivision so I sold my lot so I could move on and save my sanity.
