just a custom guide on a bench grinder should do the trick,

basicily a flat plate with a ledge on the bottom of it and set at the proper angle, and pass the knife across the face of the stone, and pick up the second and so on and then repeat until you have them back to where you want them,

now some depends on what here used for,
if there chipper blades then the bench grinder should be good enough, but if they need to be near perfect then your planer knife sharpener,
this is a dry type grinder, G2790 Universal Knife Grinder

An old surface grinder would be good. Every so often they come up on Craig's list.

I own the Makita grinder you are looking at. The wheel that comes with it is so fine, it is more of a honing than a grinding wheel. I need to get and try the coarse wheel sometime, but I find the stock wheel to be painfully slow. I use it for WW tools like chisels, plane blades, and jointer/planer blades. And even on those, I find it painfully slow. On tractor type stuff? Fuggedaboudit. Maybe the coarse wheel will work, but the stock one will be hopeless.

bench grinder!

it has a electrical motor in the center. and generally 2 different types of wheels. (one on each side of the motor) each side normally has some sort of generic adjust plate, to manual hold stuff at certain angles as you grind things. and allows you to move the blade back and forth across the grinding wheel. allowing you to hit different spots. so you do not over heat the metal as you grind it.

generally some "vice grips" would be suggested, so you can set and grip down on the vise grips. and then have easy handles to move the metal. without getting your hands in the way of your sight, and keep your fingers away from the hot metal.

mower blades do no need a razor blade sharpness to them. a butter knife sharp if not more blunted is what i have always understood as correct way to sharpen blades.

I use a linisher for all types of sharpening tasks - knives, chisels, mower cutters, etc.
A medium grit linishing belt has a number of advantages over a bench-grinder wheel. Principally, it runs relatively cool and there is far less chance of overheating the metal and destroying its temper.
Also, the belt is a lot wider and this does away with the need to skillfully move the workpiece at a constant angle.
The linisher that I use has an adjustable 'rest' that can be set at the desired grinding angle.
(When I'm sharpening knives and chisels, the linisher is only used to grind the primary angle - I hone the secondary (cutting) bevel on a fine oil or waterstone.
With your mower cutters a medium grit abrasive belt would produce a pretty good result, without much effort.
My linisher is similar to the one shown. Linisher.jpg
It's a very handy tool for all sorts of metal projects.

A bench grinder? I dunno, I bet ya a 10' bench grinder would "hollow"
out a .25" wide chipper blade held at a 45* angle. :) Thus the grind
would be concave instead of flat.

A "linisher" would be nice to have.
The Magna Matic looks good for mower blades.

The Makita stills looks good. I found one for sale and
the folks wrote me back telling me that were busy "haying" .
So I sit.

That NorthernTool Wet Unit sure is priced right... I did the calcs and splitting
hairs indeed it is but a 10" grinder cuts a .0031 deep divot into a .250" blade
held at a 45* angle to the wheels quadrant.

That Grizzy unit is priced liek a used Makita but new and the same design!
