How do I get that?

JD service department has extensive repair guidelines which provides estimated time of completion for specific repairs or installation work. Either the service supervisor or the manager can/should provide that information upon request.

Way back when I was a JD dealer service manager the document AKfish referred to was called a "flat rate manual".

I'll add my two cents. The wheel should be at no charge, but the time does really sound all that high. Two guy for 1.5 hours doesn't sound totally unreasonable from start to finish=3 man hours.
BTW the cutter should be warranty at 11 hrs....unless it was pure operator error, which doesn't sound like it in this case. Just my opinion though. Good luck!

On my 2013 5083E, the t-handle E-PTO T-handle is stiff. I think it just needs break-in. Seems to be getting better. The trick I use? To put it into E-PTO, I pull up on on the T-handle and engage the electric PTO button at the same time. You should feel the T-handle pop up and engage. Same when going into 540 PTO, just push down...

I didn't even think of the hours being per man. So if 3 people are working on my machine at one time, the time counts for triple?

Yes (I think), but the overall time shouldn't go up, i.e.... 1 man x 4 hours, 4 men x 1 hour

Yeah, I would certainly hope so! This isn't a state highway department project.

I emailed the sales guy at the local dealer to ask what it would run to have the wheels widened on "a friend's 5083E" we shall see what they come back with for hours and $$$
