The bad seal that you have was probably caused by whoever welded the nut onto the shaft. (they got the shaft too hot and burned up the seal.) I would also tend to think that the threads on the shaft must be stripped or whoever welded that nut on would have just tacked it on instead. But then how would they hold the nut on tight enough without threads to hold it down... Maybe there are enough threads left...
Maybe you could just weld up a franken-cutter and forget about the bad seal and use it like it is. Although it might drip grease out onto your pasture if you leave it like it is.
