That is how I installed these stabilizers on my tractor. The shackles and pins worked for me- I put one side of the shackle between the two holes in the bracket, other side of the shackle outside of the bracket.
I had to cut the chain as the shackle wouldn't go through the link with the extra link hanging off the end. Not enough room. I can't remember how many I cut, I'll have to look. Seems like about 3 links, which would be about where yours is set.
