help with pond build

...how far to ground water? If you hit a natural spring, seems you get a self-filling pond especially in that clay soil.

I think the billboard tarps are PVC and PVC does not stand up to the sun. I have a greenhouse covered with it to prove it. The once clear PVC is now smoky brown.
