Highway construction NOT using scrapers

Articulated dumps and excavators work in all locations where as scrapers are limited in certain site conditions.

I was by the site last weekend and the equipment is at idle for the winter and there are one or possibly two paddle wheel scrapers sitting amongst the rest.
