hood mounting

Howdy,
I am attempting to resurrect a 1955 Ford 860. First question is about remounting the hood. There are two holes at the front of the frame. It appears that the top hole is the corest one to blot the lower front is this correct?

The information I am looking for is the correct location to bolt the front vertical sheetmetal panel. It appears that the top of the two holes in the frame is the correct one but am looking for confirmation of this.
