I have a hard time expecting somebody else to clean up after me, so can understand the OP's gripe. I clean up after my dog if it's on the road or in a public place. Tonight I was in the gas station and noticed that my taillights and tailgate were covered with about an inch of snow. Rather than cleaning them off into the parking lot I scraped the snow into my shovel and dumped it into the truck for disposal later. I've had a store owner thank me after watching me do the same thing... I didn't realize he was watching.

I've got piles of chicken litter in the field across from my place. It smells too. There's even some on the road. Should I call the farmer and tell him he can't fertilize his fields? Negative, it's farm country. Move back to town.

Lots of work involved with horses and $$$$$$, I made sure the girls took care of "most" of the work . . . I took care of the $$$$$$ part.

It's not the horse owner's field he's fertilizing though. According to the OP it's a private road which the riding stable may or may not have the right to be using. Even on publicly owned roads, horse owners are often expected to clean up after their animals.

It was a public road, but now it’s a private road. So, who owns the road? Did deeds change?
Is this a case where the municipality abandoned the road and its maintenance, but it’s still a public right of way?
I bet if something happened on the road due to negligence, all of a sudden people would be “No, it’s not my road, we don’t own it.”
There’s a lot of old roads around here that are that way. Owner can put up a gate, but can’t lock it. Although nobody really pays attention to the laws


Yes it was a public road, yes it is now a private road, yes the deed changed, No the town did not abandon it. The land owner where the road is, built another road for the town decades ago so this road could be private. No it's not a public right of way.. it's a private road period.
One of the other neighthat is an owner and myself maintain it... the other 3-4 neighbors wave as they drive by without picking up a finger.
The horse riders art 100% trespassing . A gate would not work due to the length of the road and frequent ups, amazon deliveries etc. not to mention getting power to any gate would be nearly impossible.

Is the land posted? In many jurisdictions it's not considered trespassing unless there's signage. If the only "harm" they're doing is dropping manure it's not likely to be a law enforcement priority.

my suggestion which I hate to share it due to the circumstance is, make the issue about liability not horse apple.
